Islington's housing and the EICR items it throws up
Islington is one of the most densely populated boroughs in England, and most private renters here live in flats. A few kinds of building make up most of the lets, and each fails its report in a familiar way.
Barnsbury, Canonbury and Highbury terraces
The flat-fronted Georgian and early Victorian terraces around Upper Street were largely divided into flats long after they were built, and the wiring often dates from that conversion. Reports commonly show an early consumer unit with no RCD and a board squeezed into a shared hall cupboard beside the other flats' meters. Later additions are often fed from whichever circuit was nearest. Lower-ground flats can bring damp-affected circuits.
Holloway, Archway and Upper Holloway
Further north, the larger Victorian houses of Holloway and Archway are often split into several flats or let as shared houses. Typical observations are several flats on one intake, undersized meter tails and main bonding missing where a gas or water pipe has been replaced. Lighting circuits on the upper floors often have no protective conductor.
Estates, mansion flats and Clerkenwell conversions
Islington has a large stock of council estates, where many flats are now leasehold and privately let, while Clerkenwell has former warehouses and workshops turned into apartments. In both, the supply often arrives through a riser or intake the freeholder controls, and the flat's board is often an obsolete plastic or early metal unit. We price the flat's own items and flag anything on the report that sits on the communal side.
Licensing in Islington
The council's selective licensing covers the Finsbury Park, Tollington and Hillrise wards, in force from 20 May 2024. Its additional HMO licensing has run across the borough since 1 February 2020. The council has also published a 2026 selective licensing designation, so check its current scheme for your address.
Shared halls, shared meter cupboards and shared supplies are normal in Islington flats. That can lengthen the day or, now and then, need the network operator to attend. We price what the report shows and put any change in writing before we begin.

Islington landlords ask
Is my rental in an Islington licensing area?
Possibly. Selective licensing covers Finsbury Park, Tollington and Hillrise wards. Additional HMO licensing applies across the borough to homes shared by three or four people from two or more households, and mandatory licensing covers five or more. The council has published a 2026 designation as well, so check its current scheme. Whatever the licence position, the 28-day remedial deadline still applies.
The meters are in a shared cupboard in the hall. Do you need a key?
Usually, yes. In converted houses the meters and boards for every flat often share one cupboard, and in blocks the supply comes up a riser the managing agent keeps locked. We flag it from the report and arrange a key with the other residents or the agent before the day.
Can my tenant stay in during the work?
They can, though a board change means the power is off for most of the working day, so tenants usually go out or work elsewhere. We can agree the date with your tenant directly if that saves you a round of messages.
Do you work for Islington letting and block agents?
Yes. Inspections and remedials run through one account, invoiced once a month, with evidence filed for each property. The trade rates match those we charge across London. See the agents page.
