Why Lambeth reports fail
Lambeth runs as a long strip from the South Bank down to West Norwood. A landlord here can own a Georgian flat near Kennington Park, a converted Victorian house off Brixton Hill and a flat on a 1960s estate in Stockwell. Each one tends to fail its EICR for a different reason.
Brixton, Clapham and Herne Hill conversions
Much of the private rented stock in Brixton, Clapham, Herne Hill and around Brockwell Park is large Victorian and Edwardian houses split into two, three or four flats. The split usually happened in stages, and the wiring shows it. Reports on these flats often list a board without RCD protection and main bonding missing at the gas meter in a front cellar. A top-floor flat's ring or lighting circuit may still loop through the flat below. Where the meters sit together under the stairs, the incoming tails and the earthing arrangement are usually shared. One flat's board change can then need a word with the other owners.
Stockwell, Kennington and Vauxhall estates
Lambeth Council still owns large estates in Stockwell, Brixton and Kennington, and many leasehold flats on them are now let privately. These flats commonly have an older plastic consumer unit that now needs replacing with a metal-clad one, plus missing bonding or a cooker circuit added without RCD cover. The supply to each flat usually comes off a communal riser on the landing that the council or its managing agent controls. We book access to that cupboard before the day, so the isolation is agreed rather than improvised.
Licensing for shared houses
Lambeth runs an additional HMO licensing scheme across the whole borough. It came into force on 9 December 2021 and covers properties let to three or more people who are not one household. That includes some flats in purpose-built blocks and certain older converted buildings. The council lists an electrical installation condition report, or equivalent, among the documents it may ask for with an application. If you let a shared flat, check the council's current scheme, then clear any C1 or C2 items before you apply.
